Dear Sir,
A recent communication from the office of your government have prompted the President
of the United Democratic-Republic of Utania, Mr Edward Hope, to ask me to communicate to you
our sincere regret that any citizen of Christiana could have been harmed in the events of
6am Monday morning just past.
I wish to emphasise that it is not the entire capital city of Utan Krysaror, a city of
some 4.5 million residents, that has been put into "lock-down" mode. It is what we refer to
as the Presidential Complex, a small 2km x 1.5km suburb atop and older part of the city,
which is managed by the Presidential Guard. This suburb houses the major civil service
buildings, the Presidential residence, the Parliament building (under construction) and
numerous other buildings of the government of Utania. The "lock-down" prevents the entry of
foreign diplomatic personnel from the core of the complex, and all journalists and
non-diplomatic persons from all bar the embassy streets within the complex.
I re-emphasise, the area has not been militarised, the entire capital is not under
martial law, and there should be no reason to fear this event. I would beseech the government
of Christiana to not think poorly of the Utanian people or their government because of a
small matter of Presidential prerogative: the President has called for the security lock-down
to ensure that certain sensitive information is not leaked to the nation's media. Though not
a usual situation, the President felt it was necessary on this one occasion.
We hope that this helps allay fears in Christiana over Utania's actions in this regard,
and hope that it does not lead to the threatening of "world trade and peace" that you spoke
of.
To the matter of the two journalists concerned, I have been assured by the commander
of the Lock-down operation, Brigadier J'ohnn Kapana, that all journalists were simply asked
to vacate the premises, being the journalists' shared offices in the Presidential Office
Building complex, taking whatever documents and equipment they required. We have ourselves
received complaints, but more to do with being evicted, not the manner of the eviction.
Regardless, taking the allegations very seriously, I have asked Colonel David Urama, of
the Presidential Guard's investigations unit, to personally investigate the events of Monday
morning, specifically relating to the expulsion of journalists who are citizens of Christiana,
and to report directly to me. I wish to assure you, and the people of Christiana, that we
do not tolerate mistreatment of foreigners within our borders, and this matter will be
investigated with rigorous thoroughness.
The events of that morning, and the subsequent poor communication of the facts
(regarding the scope of the Lock-down) to your government, have prompted President Hope to
ask that we establish proper and full diplomatic relations with Christiana and establish, as
soon as possible, embassorial representation within each nation.
To this end, I have taken the liberty of establishing 10 Aranja Road, Presidential
Central, Utan Krysaror 12001, as the future Embassy of Christiana. This is close to the
centre of the Presidential buildings, emphasising our high regard for Christiana as one of
the premier nations on Vexillium. We would also like to appoint a high level diplomat in
either John Crawley or Edward Thomasson to act as Ambassador to Christiana, both of whom
currently serve in the UNV office in Christianshaven.
It is a shame that it has taken such events to prompt our government to act to
establish diplomatic ties with Christiana, when it is so obvious that this is essential to
good citizenship in Vexillium. We hope that you will take the opportunity to rectify this with
us immediately by agreeing to such diplomatic relations.
