On behalf of His Royal Majesty, King Bruno II, and the Greater Zartanian Empire, I bid greetings to the United Democratic Republic of Utania.

After reviewing the state of relations between our two states, as well as the benefits and detractions of expanding or limiting those relations, the Ministry of Foreign Relations, with the support of the Royal Zartanian Armed Forces and His Royal Majesty, has reached a decision regarding our diplomatic relations with Utania.

I am pleased to inform you that the Greater Zartanian Empire has decided to elevate our diplomatic relations with the government of Utania to embassy level, effective immediately. The Zartanian government believes that Utania is an honorable state, engaged in seeking peaceful relationships with other states, and that an elevation of our relations can only benefit our two countries. Please be aware, however, that this does not change the Zartanian government's position in regards to free market economics. We remain committed to protecting our own industries first and foremost.

With the elevation of diplomatic relations, we will be sending a full ambassador to replace the consul-general that has been our liaison with your government until now. After careful consideration, HRM has decided to appoint Her Excellency, Delenn Miri, 3rd Baroness Minbar, as the Zartanian ambassador to Utania. Ambassador Miri will leave Imperial City International Airport tomorrow morning on a government-chartered flight to Utania, where she will assume her new duties. If it is acceptable with your government, the KSZ would also like to dispatch several attachés to help with the administration of the embassy, including military, economic, and cultural attachés.

For your convenience, we have already taken the liberty of preparing a residence along the Avenue of Nations in Imperial City to house the Utanian embassy. The embassy will be located at #5 Avenue of Nations, Imperial City, AA-0001-A, across the street from the Bowdani embassy, and with the St. Kildan embassy to the left and the Christianan embassy to the right. The Avenue of Nations extends southward through Imperial City from King Fredrik Plaza. The Plaza is surrounded on the north side by the Imperial Palace, on the east by the Royal Council Chambers Building, and on the west by the Ministry of Foreign Relations Building.

We look forward to moving relations between our two countries to a new level, and the prosperity it will bring both our peoples.
