Utania does not have specific legislation yet covering the extradition of foreign nationals or her own citizens, and it is currently not tabled in the current session of Parliament. Since this (being a matter of law) falls under the Parliament's responsibilities, the President has been instructed not to sign the treaty.

We hope the international community can appreciate this.

However, in the interim, the President HAS been empowered by the Constitution to deal with all matters not covered by specific legislation, treaties signed by the nation, or the constitution, with the approval of Parliament, and extradition would be covered under this.

Therefore, all such matters should be brought to the attention of the Utanian President, via each nation's Ambassador or directly, for direct intervention by the President. President Okarvits can specifically order Utanian police to arrest any individual and appoint a Special Presidential Magistrate to evaluate the case in question. The President currently has the power to offer asylum to anyone who can show just cause for it.

In the longer term, Utania hopes to introduce legislation that will allow any government to apply for extradition of foreign nationals or Utanian citizens. If the treaty's only purpose is to empower Utania to take action IN Christiana, which it appears to do, and does not mandate or require reciprocal arrangements, then it represents "something for nothing" and Utania will sign tomorrow! We doubt this is the intention of the treaty.

Clearly if similar requirements were required of Utania, this Parliament would be unwilling to sign such a treaty where equal rights to extradite Utanian citizens as foreign nationals exists. Utania will always eye warily any extradition of its own citizens.
