On behalf of His Royal Majesty, King Bruno II, I bid greetings to the United Democratic Republic of Utania.

I have taken the liberty of personally informing His Royal Majesty of your government's interest in establishing diplomatic relations with our Empire. He has asked me to convey to you and your government his sincere pleasure at such news. We take great pleasure in seeing the fruits of our bloodshed and toil prosper in their new environment. The Greater Zartanian Empire is interested in the establishment of relations with Utania as well, as we are sure our Whitlamite allies are. There are, however, certain points which need to be clarified.

Due to a quirk of Zartanian culture, the actual capital of the Greater Zartanian Empire is the Imperial Palace, HRM's residence, as he is the sole and absolute ruler. Over the centuries, Imperial City has developed around the Imperial Palace, and serves as the center of government for both the Kingdom of Eastern Zartania and the Greater Zartanian Empire. Since Eastern Zartania was independent prior to the Terramarc Oppression which began nearly 50 years ago, there are a series of old embassy houses already built along the Avenue of Nations in Imperial City, most of which are already in use.

This treaty will present certain difficulties to the Empire. First, the Greater Zartanian Empire does not and will not engage in free market economics. Our own domestic economy is still heavily protected by various tariffs in order to allow it to rebuild after being ravaged by the Republic of Terramarc for so many years. Our imports are extremely limited. Further, considering that the Empire is currently in a state of war, nearly our entire domestic economy is currently geared toward providing for that state of war. We therefore have little in the way of consumer goods for export.

Concerning international justice, we require more information on what forms this treaty would take. Would it apply solely to extradition? Would it include international tribunals? Is the Utanian governments suggesting the creation of an international court between our three states? And would this treaty of international justice supersede individual state laws, or be subject to them?

As for mutual peace, as I told you already, the Greater Zartanian Empire is currently at war. The defense industry and our military-industrial complex are the chief parts of our economy and budget. The Empire also feels that it has the inherent right as a sovereign state to intervene militarily anywhere in Vexillium that its citizens, property, or territory are threatened. While we sincerely hope and believe that we will never be forced to take such actions against your government, it is a fact of history that your state was formed from the aftermath of such an action. Therefore, we would be willing to sign a treaty that included a peace clause as long as the fact remained implied that we would be allowed to intervene on behalf of our citizens if required.

While we appreciate and will support your government's concern for quiet and close cooperation in the establishment of these relations, we ourselves have become painfully aware recently of the UNV's true lack of bite, or in some cases even of caring. When our own citizens in the Kunn Federon colony were butchered by the hundreds at the hands of an invading army, we called for the UNV to establish an international war crimes tribunal to deal with the issue. After more than a week of vacillating by the members, the subject died quietly without a vote even being called. In response, the Empire has become much more reliant upon our own resources and abilities to deal with problems, cooperating with our allies in such endeavors as the recent Zartanian-Whitlamite military expedition to suppress rebel Gronkian activity along our borders. Rest assured, if you are a friend of Zartania, you will be rewarded, while our enemies are punished. And we are sure that we will count you among the former. Thank you, again, for your message of contact and the request for diplomatic relations. We will contact you again as soon as HRM has reached a decision on the issue, and we look forward to hearing from you in return.
