The Prime Minister has asked me to finalise the arrangement for consulate exchange and address the issues raised in your reply to his earlier letter.

Firstly, allow me to thank His Royal Majesty for his kind words regarding Utania. We are indebted to His Royal Majesty, and the people of the Greater Zartanian Empire, for his efforts and sacrifices in establishing the framework for Utanian independence. And we welcome and appreciate his continued interest in our development and prosperity.

We appreciate the need for pausing before engaging fully in diplomatic relations. We certainly did not wish to offend His Royal Majesty or to force his hand. A Consulate is quite satisfactory to our government, and we shall welcome a consul to our shores. We have taken the liberty of assigning a property to act as consulate for the Greater Zartanian Empire at the address below. Your Consul will find it to be of more than adequate space, as we allocate it in anticipation of Ambassorial relations, for which the building shall be excellent accommodation. The address is:

Furthermore, if it is appropriate, allow me to present Consul Graeme Wright to the Greater Zartanian Empire. We hope you shall find him ready and willing to assist you and enhance our relations.

There were certain issues raised within your reply to the Prime Minister that warrant a joint reply, to both Whitlam and the Greater Zartanian Empire, which has been addressed in the second communication to follow this one. Specifically the matter of a treaty that would include clauses relating to "international justice", trade and military ties.

Regarding the matter of trade ties - We absolutely respect the wishes of the Empire in protecting its own industries after the Terramarc oppression. Therefore, it is appropriate that this should NOT feature in a treaty between our three nations. This should not, however, preclude economic ties between our two nations.

We believe that limited trade between our two great countries will flourish when both our nations are better able to support greater ties. "Asara yem Kotua im sho-si" goes a familiar saying in Utania: "To each day a new sun", or each day will present a new situation. We are more than happy that we should engage small trading now. We believe this should be discussed further, and welcome your further words in this matter.

The President has asked me to express a desire to assist, albeit, with our limited means, the Zartanian Empire in its fight in Dignania. To this end, he has asked that we offer any essential materials to the Greater Zartanian Empire in trade deals that involve deferred payment, Imperial Bonds or any other option satisfactory to His Royal Majesty. Utania's materials are limited, but assistance we provide may relieve some strain on the Imperial economy. There may be many other ways that Utania could assist, and we would happy to entertain any other suggestions His Royal Majesty might have in which Utania can be of assistance.

If this offer is, however, inappropriate, please merely mention this, and consider the matter eternally closed, nevermore mentioned.

We admire the Zartanian effort in assisting another nation to liberate itself from anti-democratic forces. It is Utania's desire to also ultimately be able to play our role in promoting justice and peace in Vexillium, providing peacekeeping troops, and providing assistance to other nations in Dignania's unfortunate situation. At this stage, however, we feel our forces are too inexperienced to have developed the full knowledge of military matters to provide this, yet. It is our desire to develop these skills and knowledge through experience, that we might emulate the Zartanian example.

The United Democratic Republic of Utania is eager to develop ties with the Greater Zartanian Empire, and we gratefully accept your offer to commence a consular relationship with us. Utania is also keen to develop and strengthen our role in the world of Vexillium. We hope that this letter finds favour in your eyes.
